Deadlines and time limits

  • Land Transfer Tax: Planned changes to the tax avoidance rules take effect January 1, 2027

The federal FHSA and Home Buyers’ Plan have time limits too. See the federal programs.

Land Transfer Tax

Manitoba charges a land transfer tax, with some exceptions, plus a registration fee, when a transfer of title is registered at a land titles office. The tax is worked out on the fair market value of the property on the registration date, in bands from 0% to 2.0%. The 2026 budget bulletin announced planned amendments to prevent avoidance of the tax, planned to take effect on January 1, 2027.

First-time buyers

Not stated on the land transfer tax page. The Manitoba Housing page for the Affordable Homes Program says Manitoba Housing pays the land transfer tax and fees for qualified applicants in that program (see programs).

What we looked for and did not find

Not listed in the pages we checked:

  • a land transfer tax exemption, rebate or refund for first-time buyers in general. The land transfer tax page lists no such relief, and the exemptions in sections 113 and 114 of The Tax Administration and Miscellaneous Taxes Act do not include one.
  • the current dollar amount of the registration fee charged at the land titles office. The Land Titles Fees Regulation (M.R. 71/2014) gives a base amount of $81.76 for a transfer of land and adjusts it each year.
  • any municipal land transfer tax in Manitoba.
  • a Manitoba government down payment assistance program open to first-time buyers in Winnipeg or Brandon outside the Affordable Homes Program and the Mino'Ayaawag Ikwewag Housing Program.
  • how Manitoba treats the FHSA or the RRSP Home Buyers' Plan for provincial purposes.

Can I use the FHSA and the Home Buyers' Plan together?

The CRA says you can withdraw amounts from your RRSPs under the Home Buyers' Plan and make a qualifying withdrawal from your FHSAs for the same qualifying home, as long as you meet all of the conditions at the time of each withdrawal.
